February 2026 Newsletter

From the Executive Director

As we recognize Black History Month, we honor leaders whose work reshaped the foundation of opportunity in America; especially when it comes to housing. Access to safe, stable, and affordable housing is more than a policy issue. It is the gateway to education, employment, health, wealth-building, and generational stability. Yet for decades, discriminatory practices such as redlining, racial covenants, and predatory lending systematically denied Black families and other communities of color the ability to live where they chose or to build wealth through homeownership.

A pivotal turning point came with the passage of the Fair Housing Act of 1968 (Title VIII of the Civil Rights Act). Signed into law just days after the assassination of Dr. Martin Luther King Jr., the Act made it illegal to discriminate in the sale, rental, or financing of housing based on race, color, religion, or national origin and later expanded to include sex, disability, and familial status. The Fair Housing Act did not eliminate housing inequity overnight, but it established a legal framework that challenged segregation and opened pathways that had long been closed.

Behind that historic legislation were determined leaders who understood that policy change requires relentless advocacy. Clarence Mitchell Jr., often called the “101st Senator,” was instrumental in guiding civil rights legislation through Congress. His tireless lobbying and coalition-building were critical to securing votes for the Fair Housing Act, ensuring that housing discrimination became a national civil rights priority rather than a regional issue.

Barbara Jordan, a trailblazing legislator, and scholar carried that work forward. As the first Black woman elected to the Texas Senate and later to Congress from the South, she championed fairness, accountability, and equal protection under the law. Her leadership reinforced the principle that access to housing is inseparable from democratic participation and human dignity.

Their legacy reminds us that fair housing is about commitment. It calls on us to continue expanding access, confronting inequities, and building communities where opportunity is not determined by zip code or race.

From the Press Release:

“Today, we took another major step to make it easier for working families in Nevada to find attainable housing,” said Governor Lombardo. “Through the Nevada Housing Access and Attainability Act, my administration approved more than $64 million to projects across the state that will kickstart development and homeownership opportunities for low and moderate-income households. Established by the Governor’s Nevada Housing Access and Attainability Act (AB 540), the Nevada Attainable Housing Council approved funding from the Nevada Attainable Housing Account (NAHA) to spur the development of 358 for sale homes and 1,208 multifamily rental apartments. Solar-Powered Affordable Housing in Nevada Reaches Regulatory Milestone

Earlier this month a major milestone was celebrated for Solar-Powered Affordable Housing in Nevada as the Public Utilities Commission of Nevada (PUCN) reached the final public comment deadline on NV Energy’s proposed tariffs implementing Assembly Bill 458 (2025). Led by the Nevada Clean Energy Fund (NCEF), this bipartisan initiative, signed into law in June 2025, will expand access to solar energy savings for renters living in affordable housing across the state. NCEF, in partnership with the Nevada Housing Coalition and METCO Engineering, submitted joint comments underscoring the program’s transformative potential to lower energy costs, strengthen housing affordability, and deliver long-term savings for Nevada residents at a time of rising housing and utility expenses.

Advocates are urging swift implementation to ensure affordable housing developers can access critical federal solar tax credits and funding ahead of a key July 4, 2026 deadline. Timely action will allow projects to move forward quickly, unlocking new financing opportunities and helping more communities benefit from Nevada’s abundant solar resources. If uncontested, PUCN Commissioners will soon consider the proposed tariffs and staff recommendations bringing Nevada one step closer to making clean energy savings accessible to thousands of affordable housing residents statewide.
