Families were scrambling housing stress getting worse.
Rents climbing higher than the peaks of Mt. Rose,
While wages stayed frozen, and affordability froze.

Developers, providers, and neighbors alike
Felt the strain of a crisis that hits every zip code it strikes.
Then came more worry, a tough blow to bear
HUD’s proposed cuts put our housing at risk everywhere.

Our partners statewide pushed policies forward with grit,
Because Nevadans deserve stable housing and we’re not quitting on it.
From Clark to Washoe, from rural towns to tribal land,
We work hand-in-hand wherever support is in demand.

Through advocacy, convening, and solutions that last,
We tackle big challenges and barriers long-cast.
With commitment, compassion, and momentum to spare,
We’re building a future where every Nevadan can live safe and housed with care.

CoC Funding Impact FAQ

A few weeks ago HUD released the Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) which introduced significant policy changes that would divert critical resources away from supportive housing. These changes would put more than 170,000 households at risk of losing stable housing and threaten billions in public and private investment. Currently, HUD has withdrawn the CoC NOFO and plans to reissue a revised version at a later date.   

The CoC program is the primary source of federal funding that helps people experiencing homelessness exit crisis situations and move into stable housing. In Nevada, CoC funding supports shelters, permanent supportive housing, rapid rehousing, and coordinated entry systems across urban, rural, and frontier communities. When its funding is impacted, it has consequences across the state. We've put together a FAQ resource to answer questions such as:

Notice of Public Hearing: 2026 QAP

The Nevada Housing Division (NHD) will be hosting a Public Hearing on Monday, December 22nd at 1:00pm for the 2026 Qualified Allocation Plan (QAP).

For those interested in applying for Bonds/4% LIHTC program for approval at the February 2026 Board of Finance, please note that the application deadline is January 7, 2026. NHD hopes to open the 2026 applications on their new portal hosted by Neighborly on December 22nd. The application will not change significantly in terms of technical information required from the 2025 application that is currently on ZoomGrants. If you have not yet seen the ZoomGrants application, or you want to being preparing your responses and required documentation, click here but do not use this application portal for the 2026 application. It is only to be used as a reference.

Housing for the 21st Century Act Advances

The bipartisan Housing for the 21st Century Act advanced out of the House Financial Services Committee with strong support, marking the first comprehensive housing package to move forward in nearly a decade. The bill combines dozens of bipartisan proposals aimed at increasing housing supply, modernizing federal housing programs, expanding affordable housing finance options, and strengthening oversight and consumer protections. The bill includes a proposal to lift Public Welfare Investment (PWI) cap from 15 to 20 percent and also exempts HOME funds from BABA requirements. Together with the Senate’s ROAD to Housing Act, it signals growing congressional momentum to address housing affordability nationwide, though the two bills must still be reconciled before becoming law.

Habitat for Humanity Las Vegas: Financial Peace Project 

 

Habitat for Humanity Las Vegas will be hosting Financial Peace classes for Clark County residents to provide them with the tools and resources needed to strengthen their financial future and plan for homeownership. The classes are free for Clark County residents with household incomes between 30-80% AMI. Attendees will learn how to:

  • Save for emergencies
  • Pay off debt
  • Save and spend wisely
  • Invest in their future
  • Manage homeownership

Washoe County 2026-2027 AHMLP HOME Funding Now Open

The Washoe County HOME Consortium has announced that their Fiscal Year 2026-2027 Affordable Housing Municipal Loan Program (AHMLP) HOME funding is now open. 

To apply, applicants should visit the City of Reno's Housing and Neighborhood Development website: https://www.reno.gov/government/departments/housing-neighborhood-development/affordable-housing-development

A pre-application meeting must be scheduled prior to submission by emailing housing@reno.gov

The HOME application will close at 11:59pm PST on January 2, 2026

 

FY26 Guidelines for Brownfield Assessment Grants (States & Tribes)

FY26 Guidelines are now available for Brownfield Assessment Grants administered by the U.S. Environmental Protection Agency. These community-wide assessment grants for states and tribes fund the identification, assessment, and planning for the reuse of brownfield sites (properties complicated by the presence or fear of hazardous contaminants). The grant supports the assessment of at least 10 sites, community engagement, inventory building, and development of reuse plans. The program prioritizes communities with a history of economic disinvestment and environmental contamination. 

Grantees can request up to $2,000,000 for a five-year term.

Saint Joseph Community Land Trust Celebrates Sugar Pine Village Progress

Saint Joseph Community Land Trust (SJCLT) is celebrating the full occupation of their Sugar Pine Village Phase 2, just in time for the holidays. This 60-unit affordable housing project offers studio, 1, 2, and 3-bedroom apartments for Lake Tahoe's low-income workforce and local residents. Sugar Pine Village Phase 3 is currently in the works to bring another 60 units of affordable housing to the community. 

 

Nevada Housing Division Launches Worker Advantage Program

The Nevada Housing Division (NHD) recently launched the Worker Advantage Program to provide down payment assistance to essential workers as part of the Nevada Housing Access and Attainability Act (AB540):

  • $20,000 in down payment assistance provided as no-interest, no-payment, non-forgivable 30-year second mortgage
  • At least 1 borrower must be an essential worker
  • Applicants must live in Nevada for at least 6 months at time of application
  • Household income limit is up to 150% AMI
  • Eligible home purchases up to $806,500
  • Home buyers do not need to be first-time buyers but cannot be recipients of NHD's Home Is Possible Program

The program will remain open until all funds are allocated and is expected to help around 900 Nevada households. Click here to read more. 

 

Ulysses Development Group Celebrates Grand Opening

Ulysses Development Group recently celebrated the grand opening of their 195-unit affordable housing project, The Ridge at Sun Valley. The project serves individuals and families earning 50-60% of area median income and is the first project to close financing using Home Means Nevada Initiative funds. The Ridge at Sun Valley includes a gazebo, grill, pet stations, playground, heated pool, and 24/7 gym. It was designed with a solar energy system and Energy Star building standards. Currently, over 50% of the units are already occupied.
