Our 2025 Nevada Housing Conference is fast approaching, and we can’t wait to see our partners, friends, and supporters from across the state. Mark your calendars for October 15 & 16 at Circa Hotel & Casino in Las Vegas. We’re gearing up to make this our largest and most impactful event yet!
This year’s conference builds on the incredible momentum we’ve created together. Through powerful conversations, thought-provoking sessions, and the unwavering commitment of our coalition, we’ve seen firsthand how collaboration drives meaningful progress. We’re proud of how far we’ve come and even more excited about where we’re headed.

At this year’s gathering, we’ll continue to tackle the big issues: speeding up and reducing the cost of housing development, addressing income disparities, and pushing for policy solutions that reflect the urgent needs of Nevada’s communities. We are excited to announce Ryan Leaf as the Keynote Speaker for the 2025 Nevada Housing Conference. Former NFL quarterback turned motivational speaker and mentor, Leaf draws from his personal journey – from professional downfall to personal redemption – to offer guidance on navigating difficult relationships, especially in high-pressure environments.
Leaf is the CEO of RAM Consultant, Inc. as well as a college and NFL football game analyst for Westwood One Sports & the CFB lead analyst for CW Sports. He hosts his own SiriusXM radio show on NFL Radio and is an analyst with VSiN Live. He also travels the country speaking to communities on mental health and substance abuse stigma.

Notice of Grant Opportunity: USDA Rural Community Development Initiative
|
The US Department of Agriculture, Rural Housing Service, has released a grant opportunity for the Rural Community Development Initiative (RCDI). Eligible applicants are qualified private, nonprofit, and public (including tribal) intermediary organizations proposing to carry out financial and technical assistance. The RCDI structure requires the intermediary (grantee) to provide a program of financial and technical assistance to recipients to develop their capacity and ability to undertake projects related to housing, community facilities, or community and economic development. The recipients will, in turn, provide programs that will support their communities (beneficiaries). The intermediary will be required to provide matching funds in an amount at least equal to the RCDI grant.

Washoe County FY26 Private Activity Bond Cap Allocation RFP
|
Washoe County has released a Request for Proposal (RFP) to establish a list of qualified applicants/projects for its yearly Private Activity Bond Volume Cap Allocation. This program helps facilitate tax-exempt bond financing for affordable multi-family and rental housing. Instead of allocating volume cap directly to projects, Washoe County assigns its available cap, an estimate $7.2 million, to the Nevada Housing Division which then issues the bonds.

Clark County Affordable Multi-Family Development Opportunity
|
The Clark County Welcome Home Program has announced an application for the development of affordable multi-family rental housing on a 10-acre Bureau of Land Management (BLM) site that Clark County is nominating for Affordable Housing pursuant to Section 7(b) of the Southern Nevada Public Lands Management Act.
In addition to the land contribution, Clark County will also make available up to $8M in County CHF Funds and up to $2M in off-cycle HOME/AAHTF funds as a subsidy to this project.
Applicants should refer to the Flamingo & Riley Program Guide & Application Instructions for more information including details on a virtual pre-application meeting and link to the ZoomGrants application. Applications are due by 5:00pm PT on August 11th.

Request for Proposal for the Development of Affordable Housing
|
The City of Sparks, Community Services Department is seeking proposals for the development of affordable housing for households earning at or below 60% of the current Area Median Income (AMI) for Washoe County, Nevada, as published annually by the US Department of Housing and Urban Development (HUD). The parcel on which the affordable housing is to be constructed is owned by the City of Sparks and is addressed as 306 10th Street, Sparks, NV 89431, APN: 032-191-17. The property is deed restricted, requiring 100% of the units must be leased to households earning at or below 60% AMI. The proposer may choose the type of housing to construct, demographics served (if applicable), unit size, amenities offered, etc. Upon final selection of the project and entity by the Sparks City Council and concurrence with the Nevada Housing Division, the selected entity will be required to enter into a Development Agreement with the City of Sparks, to include the transfer of the deed and ownership of the parcel and associated affordable housing requirements. Bids are due August 21, 2025.

Churchill Stateside Group Offers Long-Term Financing Stability for Affordable Housing Developers
|
Churchill Stateside Group (CSG) is highlighting its Forward Permanent Loan Program created to provide affordable housing developers with long-term, fixed-rate financing to offer stability, predictability, and improved project economics in today's ever evolving interest rate environment. This program can help support both 4% or 9% Low-Income Housing Tax Credit (LIHTC) deals.
Benefits include:
- Long-Term Rate Lock: Lock in fixed rates during the development cycle to help mitigate future interest rate risk.
- Streamlined Execution: CSG will help simplify the path from construction completion to permanent financing.
- Enhanced Project Viability: Aligned with LIHTC timelines and cash flow projections, these permanent loans support long-term affordability goals.
Terms and Conditions include:
- Interest rate fixed at time of commitment with an early rate lock potentially available up to 90 days in advance.
- Forward commitment up to 36 months.
- Up to 18-year term, longer terms available on a case-by-case basis.
- Up to 40-year amortization.
- 90% maximum LTV.
- 1.15x minimum DCR.

Rebuilding Together Southern Nevada Celebrates Grand Opening
|
Rebuilding Together Southern Nevada (RTSNV) recently celebrated the grand opening and ribbon cutting of their new three-plex property in North Las Vegas designed especially for veteran renters. The project was made possible through a $1 million grant from the City of North Las Vegas and shows the power of collaboration between local jurisdictions and nonprofits. This three-plex is just one of many ways in which RTSNV is working to support low-income residents, primarily seniors, veterans, and individuals with disabilities. Nevada Clean Energy Fund and Sol-Up Partner on Solar Project at The Empowerment Center.

Two NHC Members, Nevada Clean Energy Fund (NCEF) and Sol-Up, are working together to provide solar for another NHC Member, The Empowerment Center.
NCEF has made a $962,000 solar investment into The Empowerment Center 2, a new affordable housing facility in Reno for women in recovery. The Empowerment Center currently operates 36 beds at their original location, and The Empowerment Center 2 will expand their treatment capacity and introduce new space for high-level mental health services.
NCEF's investment is part of their Solar for All program and will help to power nearly all of The Empowerment Center 2's electricity needs with solar energy - a major milestone and precedent for affordable housing in the state.
