As Thanksgiving approaches, it’s a time to reflect on the values that unite us as a Coalition; gratitude, community, and the shared responsibility to support one another. Our work at the Nevada Housing Coalition embodies these principles, and I’m deeply thankful for your dedication to ensuring every Nevadan has access to safe, stable, and affordable housing.

 

In light of our recent presidential election, I want to share some of the opportunities and challenges on how the new administration’s policies may shape the future of affordable housing.

Opportunities for Growth:

  • Federal Land Access: Proposed initiatives to open federal land for housing development could create new opportunities to address Nevada’s housing shortage, especially in high-demand areas.
  • Process Efficiencies: Streamlining bureaucratic barriers could help accelerate affordable housing projects, reducing costs and timelines.
  • Addressing Supply Shortages: Acknowledging the critical need for increased housing supply aligns with our goals and advocacy efforts.

Challenges Ahead:

  • Labor Market Impacts: Immigration policies, including large-scale deportations, risk disrupting the construction workforce, potentially increasing costs, and project delays.
  • Funding Uncertainty: While promising efficiency, clarity is needed on sustained federal funding for affordable housing initiatives.
  • Economic Stability: Potential market disruptions from rapid policy changes could create further challenges for housing affordability and availability.

This Thanksgiving, let us celebrate the progress we’ve made and renew our commitment to the work ahead. The principles of community and generosity that define this holiday remind us of the importance of our mission to create a better future for Nevada’s families.

Announcing the Nevada Affordable Housing Toolkit

We are excited to announce our newest resource, the Nevada Affordable Housing Toolkit

 

In partnership with Enterprise Community Partners, this extensive toolkit was developed over the last year to address the challenges of affordable housing development. It provides expertise, tools, and resources intended to support the development of multifamily rental housing in Nevada. 

The Nevada Affordable Housing Toolkit will take you through the development process including:

  1. Visioning
  2. Planning and Predevelopment
  3. Financial Modeling and Funding
  4. Site Selection and Design
  5. Construction
  6. Property Management and Compliance

You will also have access to a variety of resources, including a Pro Forma and glossary, as well as local case studies.

Virtual Summit - The Evolution of a Movement: Faith-Based Development and Progress on the Policy Front

Enterprise Community Partners holds an annual summit on the growing national movement around faith-based development. This year’s virtual summit focuses on progress made on the public policy front to support faith-based development at all levels of government. 2024 Clark County Community Housing Fund Application Now Open

The Clark County Welcome Home Program is pleased to announce their 2024 Community Housing Fund (CHF) application is now open. Through this application, the County is soliciting qualified developers for the development or rehabilitation of housing which meets the housing affordability needs of extremely low to low-income households. The County will make available approximately $60 million of CHF to eligible applicants. The deadline to apply is January 13, 2025, at 5:00pm. All applicants must read through the Program Guide and note the changes from the 2023 CHF application which are found on page 18 of the Program Guide. 

 

2025-2026 HOME/AAHTF Application Announcement

The Clark County Community Housing Office is pleased to announce that the 2025-2026 HOME/AAHTF funding round is now open. Click here for the Program Guide Application Instructions

 

The HOME Investment Partnerships Program is sponsored by the U.S. Department of Housing and Urban Development. AAHTF funds are available to the Clark County (Urban County) HOME Consortium through the State of Nevada. The AAHTF and HOME Program funds received by the Consortium may be used by qualified organizations for affordable housing projects that serve low-income residents who live in Clark County. 

 

Eligible Applicants are non-profit and for-profit Developers, including faith-based organizations, consistent with the requirements of 24 CFR 5.109. Applicants must be eligible to do business with the Federal Government, the State of Nevada, and Clark County. 

 

Applicants should refer to the Program Guide for guidance related to the funding opportunity and instructions for filling out this application. Applications are accepted through ZoomGrants only. The application due date is January 6, 2025, at 5:00pm (PT).

 

State Infrastructure Bank Approves Financing for Largest Affordable Housing Project in Nevada History

Last week, Governor Joe Lombardo, State Treasurer Zach Conine, and Executive Secretary-Treasurer of the Southern Nevada Building Trades Unions Vince Saavedra announced that that the Nevada State Infrastructure Bank had approved financing for the largest affordable housing project in Nevada's history, the Desert Pines Redevelopment Project. 

 

The first phase of infrastructure will receive $25 million for the Desert Pines Golf Course in East Las Vegas to be transformed into an affordable master-planned community. This partnership between the State of Nevada, the City of Las Vegas, Clark County, the AFL-CIO Housing Investment Trust, and the Southern Nevada Building Trades Union will provide around 1,400 new housing units, including 1,082 affordable multi-family housing units. Click here to read the full press release

Northern Nevada Building Trades Celebrates Senior Affordable Housing Groundbreaking

Northern Nevada Building & Construction Trades Council Development Corporation recently celebrated the groundbreaking of a complete rehabilitation of Carville Park Apartments. This will be the first major renovation of the property since it was built in 1978. The full renovated units will provide affordable housing to seniors in Reno and is a collaboration with the Nevada State Infrastructure Bank and the AFL-CIO Housing Investment Trust. Reno Housing Authority Hosts Ribbon Cutting of Railyard Flats

This month, Reno Housing Authority celebrated the ribbon cutting of Railyard Flats, a new 15-unit complex of affordable housing for low-income residents of Sparks. The project broke ground in January and was built in collaboration with funding from Washoe County HOME Consortium and the Home Means Nevada Initiative along with the Nevada Housing Division and HUD. 

 

Nevada Partnership for Homeless Youth Hosts 2024 Youth Homelessness Summit

The Nevada Partnership for Homeless Youth recently held their 2024 Nevada Youth Homelessness Summit. The summit included breakout sessions and regional updates from youth homelessness leaders from northern, southern, and rural Nevada; tribal communities; young leaders with lived experience; and state and local legislative officials. Topics included youth advocacy, legislative previews, climate change, and statewide initiatives, and the event concluded with a fashion and art showcase featuring designs and creations from youth who have experienced homelessness.
