The latest findings from the National Low Income Housing Coalition Gap Report reinforce what many of us across Nevada are already seeing on the ground: the scale of the housing challenge is both persistent and structural. Nationally, there remains a shortage of more than 7 million affordable and available rental homes for extremely low-income households, leaving just 35 homes for every 100 renters in need.
In Nevada, the situation is even more acute. Our state continues to rank among those with the most severe shortages in the country, with only about 16 affordable and available homes for every 100 extremely low-income renters. This imbalance is not just a statistic; it reflects a growing gap between wages and housing costs that is placing increasing pressure on working families, seniors, and individuals with fixed incomes.

What the data makes clear is that this is not a short-term market fluctuation. The private market alone cannot meet the needs of our lowest-income residents, and without sustained, intentional investment and policy alignment, the gap will continue to widen. The result is a cycle where households are forced to make impossible choices; often spending more than half of their income on housing. Leaving little room for essentials like healthcare, transportation, and food.
As we continue our work through the Coalition, these findings should serve as both a grounding point and a call to action. Nevada has an opportunity to take a more coordinated approach; one that aligns funding strategies, policy reforms, and system-level solutions to not only increase supply, but to ensure that housing is truly accessible to those who need it most.
This moment requires clarity, collaboration, and a willingness to pursue bold, targeted solutions that match the scale of the challenge ahead.

NHC Engagement on the Rise
|
I'm normally behind the scenes preparing this monthly newsletter for you, but I wanted to jump in this month to share that our Coalition has been seeing strong momentum across communications and membership so far this year.
Thanks to you, our email engagement remains exceptional, and we saw an amazing 50% open rate in member-focused emails this quarter (The average open rate for a nonprofit is 25%). Our digital reach is also expanding. We saw a 45% increase in LinkedIn followers over the past year and a 32% increase in YouTube subscribers. (Not a follower yet? Membership remains steady with 349 members across 217 organizations. We're happy to share our retention rate remains at 97%. reflecting dedicated and engaged members.

This month, we're highlighting RISE Homes
|
RISE Homes is a North Las Vegas-based nonprofit providing transitional housing and wraparound services to transition-aged youth experiencing homelessness. Their mission is to restore independence, stability, and dignity by combining safe housing with workforce development, behavioral health coordination, and relational support.
Their model addresses a critical gap in Southern Nevada: the disconnect between housing, mental health, and economic mobility. Youth cannot maintain affordable housing without income stability, and they cannot sustain employment without addressing trauma and behavioral health needs. By aligning these systems under one coordinated structure, they improve retention in housing and increase long-term stability.
RISE Homes is entering an exciting phase of growth and infrastructure development. In addition to expanding their transitional housing capacity, they are actively developing integrated treatment services and investing in program innovation that enhances workforce readiness, emotional regulation, and long-term housing retention.

City of Sparks Notice of Availability of Private Activity Bond Cap Application
|
The City of Sparks is accepting applications from qualified applicants seeking an allocation of tax-exempt Private Activity Bonds (PABs) for eligible activities permitted under Section 142 and Section 146 of the Internal Revenue Code and pursuant to the provisions of Chapter 348A of the Nevada Revised Statutes, as amended and regulations adopted by the Director of the Department of Business and Industry in NAC Chapter 348A. Nevada’s State Ceiling is allocated between the Director and local governments and NAC348A.180 provides a procedure whereby the city may, by resolution, transfer all or any portion of Volume Cap to the Director of the State of Nevada Department of Business and Industry for an eligible project or program.
The Sparks City Council has determined that there is a need for affordable housing in the City of Sparks and established priorities regarding the transfer of the city’s annual allocation of PABC to qualified projects or programs, specifically prioritizing the development and preservation of multifamily rental housing and homeownership opportunities in the City of Sparks or Washoe County. Eligible projects or programs, listed in order of priority, include the following:
- New construction, rehabilitation, or acquisition/rehabilitation of multifamily affordable rental housing projects in the City of Sparks.
- Homeownership programs supporting City of Sparks residents.
- New construction, rehabilitation, or acquisition/rehabilitation of multifamily affordable rental housing projects in Washoe County.

City of North Las Vegas Private Activity Bond 2026 Application

The City of North Las Vegas will be accepting applications from qualified applicants seeking an allocation of tax-exempt Private Activity Bons (PABs) for eligible activities performed under Section 142 and Section 147 of the Internal Revenue Code and by the State Department of Business and Industry pursuant to NRS 349.580 or 349.595 and applicable federal and state regulations.
Eligible activities may include, but are not limited to, the acquisition, construction, and/or rehabilitation of qualified multifamily residential rental housing, in addition to qualified industrial projects and other PAB-eligible activities as permitted by law.
The PAB application process is competitive and subject to availability of bond volume cap, City policy, and approval by the City Council and other required approving authorities.

New $2 Million Grant Opportunity for Housing Innovations

Wells Fargo, in collaboration with Enterprise, is launching a new cycle of the Housing Affordability Breakthrough Challenge to help identify, amplify, and propel transformative solutions.
The Breakthrough Challenge is offering five $2 million grants to support proven, ready-to-scale innovations across one of three focus areas: Design and Construction, Finance, and Service Delivery and Programs. The competition is open to nonprofits, mission-oriented for-profits, quasi-governmental organizations, housing authorities, housing finance agencies, tribally designated housing entities, and tribal housing authorities.

Merritt Community Capital Opens Application for $10,000 Affordable Housing Scholarship
|
Merritt Community Capital is now accepting applications to their Merritt Scholars program. Merritt Scholars is a unique and holistic career development opportunity focused on attracting talent into the affordable housing sector. Since the program's inception in 2022, 78% of 70 scholars are pursuing careers in the affordable housing industry.
Through the program, undergraduate and graduate students have access to:
- A $10,000 scholarship
- Tailored 1-on-1 mentorship with an industry leader
- Industry engagement opportunities, including fully paid attendance at regional conferences
- Training on topics relevant to affordable housing and leadership development
- A community of like-minded peers and professionals
- Career preparation with Merritt team
Program documents:
Merritt generally accepts up to two students from each school, and a recommendation from a professor or industry professional is the most important factor in the decision. Applicants must meet the following requirements:
- Be an undergraduate student in their sophomore, junior or senior year; or a graduate student who will be enrolled in Fall 2026.
- Physically attend a university located in the following states:
- California, Arizona, Colorado, Oregon, Nevada, Utah, Washington
- Have proven interest in affordable housing through employment, internship, coursework, or advocacy.
- Provide a written recommendation from an affordable housing professional, or a professor who teaches a course directly related to affordable housing. Recommendations must be submitted alongside the application by the same deadline stated.
- Have a 3.0 GPA or higher.

Share Your Feedback on the AHP Information Collection Process
On behalf of the Federal Home Loan Bank of San Francisco, we would like to share that the Federal Housing Finance Agency (FHFA) has opened a 30 day public comment period for the Affordable Housing Program (AHP) information collection, as required under the Paperwork Reduction Act of 1995 (PRA).
The FHFA is reviewing this information collection as part of its ongoing efforts to streamline reporting, reduce respondent burden, and improve data quality across AHP processes. The Agency intends to submit this information collection to the Office of Management and Budget (OMB) for a three year extension, as the current control number expires April 30, 2026.
The public comment period is open now and will close on April 3, 2026.
The FHFA requests written comments on the following areas:
- Whether the information collection is necessary and has practical utility.
- The accuracy of the FHFA’s estimates regarding paperwork burden on respondents.
- Ways to enhance the quality, clarity, and usefulness of the information collected.
- Opportunities to minimize burden or improve efficiency through automation or modernized data collection.
If you would like to share feedback on the AHP information collection, you may access the 30 day Notice and submit comments directly to the FHFA here. The FHFA encourages all interested parties, including FHLBanks, Affordable Housing Advisory Councils, AHP members, project sponsors, and other stakeholders, to share insights that may help strengthen or simplify AHP reporting.

Northern Nevada Community Housing Celebrates Grand Opening of Eagles Landing Apartments
|
Earlier this month Northern Nevada Community Housing celebrated the grand opening and ribbon cutting of Eagles Landing Apartments. Located in Carson City, this 126-unit project was created to provide veterans and low-income families with safe, dignified, and affordable housing.
Made possible through the Home Means Nevada Initiative, the apartments feature 24-hour security video surveillance, in-unit washer and dryer, energy efficient appliances, a library, business center, media center, and exercise room. Volunteers of America Converting Motel into Affordable Housing
|
City of Reno officials have partnered with Volunteers of America to convert the former Hi-Way 40 Motel into 28 units of permanent affordable housing, with leasing expected to begin in April 2026. The project will serve individuals experiencing homelessness, including those with disabilities and extremely low incomes. After initial acquisition funding from federal COVID-19 relief dollars, the project faced rising construction costs due to the building’s condition. A critical $1.48 million award from Nevada’s Attainable Housing Account helped close this gap, ensuring the project’s completion and highlighting the program’s vital role in advancing affordable housing solutions statewide. Southern Nevada Regional Housing Authority Opening Two New Communities
|
The Southern Nevada Regional Housing Authority is advancing two major affordable housing developments in Las Vegas: Beals-Henderson Pointe and Gholson Landing. Together, they will provide 201 new apartment homes for households earning between 30% and 80% of area median income. These communities are expected to be completed in 2026 and will offer a range of unit sizes along with amenities that support quality of life and community connection. Funded through low-income housing tax credits and ARPA dollars via the Home Means Nevada Initiative, the projects will expand access to stable, affordable housing and help more Southern Nevadans achieve greater housing security and opportunity. Ovation Celebrates Ribbon Cutting of Permanent Supportive Housing
|
Ovation recently celebrated the ribbon cutting of Sunhaven, a 50-unit permanent supportive housing development in Las Vegas. This project was created in partnership with Coordinated Living of Southern Nevada, UNLV Health - Mojave Counseling, and WestCare. It is the first of its kind in Clark County and will serve extremely low-income individuals and households will also providing supportive services.
