Expanding the Housing Toolbox
One of the challenges we continue to face in Nevada is that the traditional path to homeownership is becoming increasingly difficult for many working families. Rising home prices, higher interest rates, and increasing development costs have created barriers that leave many households wondering whether owning a home is still within reach.
That is why it is important for us to look beyond traditional housing finance and explore innovative tools that can help more Nevadans build stability and wealth through homeownership.

One example is happening right here in Southern Nevada. Clark County's Welcome Home Community Land Trust is utilizing a ground lease model to create attainable homeownership opportunities for first-time buyers. Under this approach, the Community Land Trust retains ownership of the land while the homeowner purchases the home itself through a long-term ground lease. By removing the cost of land from the purchase price, families can access homeownership at a significantly lower cost while still building equity and creating long-term financial stability.
The model is designed to ensure that these homes remain affordable for future generations of Nevadans, creating a lasting community asset rather than a one-time housing opportunity. Clark County has already committed to developing hundreds of homes through this approach, demonstrating that creative housing solutions can work at scale when public leadership and innovative financing come together.
As Nevada continues to grapple with housing affordability challenges, we must remain open to new ideas. Ground leases, community land trusts, public-private partnerships, and other emerging financing tools will not solve our housing shortage alone. However, they represent the kind of creativity and collaboration that will be necessary if we are serious about expanding housing opportunities and creating pathways to homeownership for more Nevadans.
The future of housing in Nevada will depend not only on how much we build, but on how creatively we think about making housing attainable for the people who call this state home.

Active members of the Nevada Housing Coalition are invited to join us on July 20th and July 23rd for our Housing Policy Forums. These events are designed to shape our policy priorities for the 2027 Legislative Session.
During these interactive forums, you'll have the opportunity to:
- Listen to Policy Pitches from fellow NHC Members who will share their solutions to Nevada's housing challenges.
- Hear from special guest speakers and have your questions answered. Note: Questions must be submitted during event registration.
- Network with fellow NHC members and elected officials over lunch.
- Participate in the Housing Shuffle, an interactive session where you'll learn about NHC"s policy priorities, share feedback, and help inform our advocacy efforts.
- Contribute your voice to the conversation that will help shape Nevada's housing future.

Citi Foundation Opens 2026 Housing Supply RFP
|
The Citi Foundation has launched its 2026 Housing Supply Request for Proposals (RFP), a $20 million funding opportunity to support nonprofit housing developers working to build and preserve affordable homes across the U.S.
Through this RFP, 20 nonprofit housing developers will each receive $1 million to help address financial and operational barriers, including pre-development activities such as site evaluations, early design, engineering, appraisals, and preservation efforts.
The RFP is part of Citi’s Blueprint for Housing Opportunity initiative, a broader five-year housing affordability commitment that includes $50 million in philanthropic grants through the Citi Foundation.
Applications are due no later than July 1, 2026, at 9 a.m. Pacific Time.
Nonprofit housing developers are encouraged to review eligibility and criteria by visiting www.citifoundation.com/rfp.

Clark County Opens 2026 PAB Cap Application
|
Clark County has opened applications for their Private Activity Bond (PAB). For 2026, the county has been tentatively approved for a $70,558,705.47 allocation of PAB cap. This amount is subject to approval by Nevada's Public Activity Bond Council (PABC) in June 2026. Though the county does not expect their PAB allocation amount to change, it is hereby noted that both PABC and County Board approvals are required.
An official application for County PAB cap to be used for affordable housing developments must be received no later than July 2, 2026. The PAB Guidelines and Applications can be accessed by clicking here.

HUD Announces $6 Million Funding Opportunity for Capacity Building in Rural America
|
The U.S. Department of Housing and Urban Development (HUD) recently announced the availability of $6 million in funding through the Rural Capacity Building (RCB) Program. RCB grants help nonprofit organizations build capacity to create affordable housing and support locally driven community development activities in rural areas.
The RCB program enhances the capacity and ability of rural housing development organizations, Community Development Corporations (CDCs), Community Housing Development Organizations (CHDOs), rural local governments, and Indian Tribes to carry out affordable housing and community development activities that benefit low- and moderate-income families and individuals in rural communities.
Competitive funding is awarded to national organizations with expertise in rural housing and rural community development that work directly to strengthen the capacity of eligible beneficiaries. Awardees may use RCB funds to provide training, technical assistance, and financial support to local organizations serving low-income and low- and moderate-income households across rural America.
Application Deadline: July 6, 2026, by 11:59 PM EDT How to Apply: Applications must be completed and submitted through Grants.gov.
Eligible applicants are encouraged to review all program requirements and submission instructions prior to applying. Funding awards are subject to federal eligibility requirements, application review, and HUD approval.

Nevada Housing Division Opens 2026 NAHA Pre-Applications
|
The Nevada Housing Division (NHD) has announced that the 2026 Nevada Attainable Housing Account (NAHA) pre-applications are open for submission.
Interested applicants for this program can begin submitting applications via Neighborly. All pre-applications will be screened by NHD staff members for minimum eligibility requirements. All pre-applications must be submitted through Neighborly. A link to the application can be found by clicking here.
The NAHA preapplication will close at 11:59pm Pacific Time on July 23, 2026. No submissions will be accepted after the pre-application period closes.
The program guidance can be found in the 2026 NAHA Allocation Plan that was adopted by NHD on June 12th. If you are interested in reviewing the awards from the 2025 NAHA round, you can do so here.
The full application for NAHA will open on July 7, 2026, for all qualified pre-applicants with a deadline of 11:59 p.m. on August 6, 2026, for complete submission. Pre-applications received between July 7th and July 13th will be granted access to the full application upon approval of the pre-application accordingly.

NHD Requests Input on BABA Implementation
|
The Nevada Housing Division (NHD) is requesting participation in a statewide survey regarding the implementation of the Build America, Buy America Act (BABA) in HUD-funded housing and community development projects.
HUD recently issued a Request for Information seeking feedback on the availability of domestically produced iron, steel, construction materials, and manufactured products used in projects receiving federal assistance. NHD is compiling input from Nevada grantees, developers, contractors, housing authorities, tribal entities, consultants, and other partners to help inform the State’s response to HUD.
Survey topics include BABA-compliant material availability, project cost impacts, procurement and supply chain challenges, construction delays, compliance burdens, waiver requests, and Nevada-specific challenges affecting project delivery.

Nevada Rural Housing Celebrates Grand Opening of Pioche Apartments
|
Nevada Rural Housing, project partners, elected officials, and community members celebrated the grand opening of Pioche Apartments, a 32-unit affordable housing community in Pioche. The redevelopment transformed a deteriorated World War II-era housing complex into modern, energy-efficient homes while preserving long-term affordability for residents.
The project was made possible through collaboration among Lincoln County, Nevada Rural Housing, Nevada Housing Division, Federal Home Loan Bank of San Francisco, USDA Rural Development, Rural Community Assistance Corporation, Lincoln County Telephone System, and additional public and private partners.

Reno Housing Authority Breaks Ground on Hope Landing
|
The Reno Housing Authority broke ground on Hope Landing, a new 15-unit permanent supportive housing development in Reno. The project will provide long-term affordable housing and on-site supportive services for residents experiencing chronic homelessness and those with incomes at or below 30% of area median income.
Hope Landing is expected to include case management, workforce development assistance, and other supportive services to help residents build long-term stability. The development is anticipated to be completed in 2027.

Nevada HAND Breaks Ground on Serene Pines Senior Apartments
|
Nevada HAND broke ground on Serene Pines Senior Apartments, a new affordable housing community for seniors in Southern Nevada. The development will bring 281 affordable homes to the Las Vegas Valley, supporting seniors on fixed incomes and helping residents age with dignity in a safe, welcoming community.
The project will also include supportive services and homes reserved for households with the greatest need, including those exiting homelessness or living at the poverty level.
