June is National Homeownership Month; perfect timing to spotlight Nevada’s evolving housing landscape. Statewide, active listings are climbing steadily: 10,511 homes were on the market in January; a 40% increase over the previous year and 10,620+ homes were listed statewide through May, based on Redfin and Bankrate data. This rising supply, paired with a slower sales pace (Nevada homes now spend about 64 days listed, up from 60 last January), suggests the market is shifting toward more balance; giving buyers more choices and leveraging power.

Against this backdrop, Governor Lombardo’s groundbreaking Housing Access and Attainability Act (Assembly Bill 540). This June, the Legislature approved the bill, funneling $133 million into a newly minted Attainable Housing Fund. Expanding eligibility to individuals earning up to 150 percent of area median income, it fast‑tracks approvals, strengthens infrastructure support, and earmarks bonds for essential rural and urban developments.  With his signature, the governor locked in more than $180 million in support ushering in a new era of attainable housing across Nevada.

 

As homes flood the market and policy momentum builds, NHC stands at the forefront of Nevada’s housing future. Our commitment to navigating these market shifts and advocating for policies like AB 540 is unwavering. In a month dedicated to homeownership, NHC remains dedicated to ensuring every Nevadan has not just access but a real shot at owning their piece of this community.

2025 Clark County PAB Cap Application

Clark County's Private Activity Bond (PAB) cap application is now open. For 2025, Clark County has been allocated $67,500,522.23 in Private Activity Bond cap. To apply, an official application for County PAB cap to be used for affordable housing development must be received no later than July 11th. Click here to access the guidelines and application. Clark County Affordable Multi-Family Development Opportunity

The Clark County Welcome Home Program has announced an application for the development of affordable multi-family rental housing on a 10-acre Bureau of Land Management (BLM) site that Clark County is nominating for Affordable Housing pursuant to Section 7(b) of the Southern Nevada Public Lands Management Act.

 

In addition to the land contribution, Clark County will also make available up to $8M in County CHF Funds and up to $2M in off-cycle HOME/AAHTF funds as a subsidy to this project. 

 

Applicants should refer to the Flamingo & Riley Program Guide & Application Instructions for more information including details on a virtual pre-application meeting and link to the ZoomGrants application. Applications are due by 5:00pm PT on August 11th

 

Request for Proposal for the Development of Affordable Housing

The City of Sparks, Community Services Department is seeking proposals for the development of affordable housing for households earning at or below 60% of the current Area Median Income (AMI) for Washoe County, Nevada, as published annually by the US Department of Housing and Urban Development (HUD). The parcel on which the affordable housing is to be constructed is owned by the City of Sparks and is addressed as 306 10th Street, Sparks, NV 89431, APN: 032-191-17. The property is deed restricted, requiring 100% of the units must be leased to households earning at or below 60% AMI. The proposer may choose the type of housing to construct, demographics served (if applicable), unit size, amenities offered, etc. Upon final selection of the project and entity by the Sparks City Council and concurrence with the Nevada Housing Division, the selected entity will be required to enter into a Development Agreement with the City of Sparks, to include the transfer of the deed and ownership of the parcel and associated affordable housing requirements.  Bids are due August 21, 2025.

HUD Announces $20 Million in Research Grant Opportunities to Address Housing Affordability and Spur Innovation 

The U.S. Department of Housing and Urban Development (HUD) recently announced two new funding opportunities offering up to $20 million in research grants to address housing affordability and support innovative housing solutions.

 

Addressing the Housing Affordability Crisis Research Grant Program

Estimated total program funding: $10 million
Expected number of awards: 10

Closing date for applications: July 24th 

 

This grant will support research in the following areas:

  • Government-Induced Demand
  • Immigration
  • Financialization of Housing 
  • Economic Opportunity Costs
  • Opportunity Zones

Advancing Building Technology Grant Program

Estimated total program funding: $10 million 

Expected number of awards: 15

This grant will support research on how innovative building technologies can increase housing supply with a focus on:

  • Offsite and Emerging Technologies
  • Innovative Financing

Nevada Set to Welcome First Affordable Housing Complex for Blind Residents

The Blind Center of Nevada is halfway through the construction of Visions Park, a 100-unit affordable housing project built specifically for residents who are blind or visually impaired. With funding from the state of Nevada, Clark County, City of Las Vegas, City of North Las Vegas, and City of Henderson, this collaborative project is expected to be finished by April 2026 and will be the first of its kind in the nation. Ovation Celebrates Grand Opening of Senior Living Community

Last week, Ovation celebrated the grand opening of their newest affordable housing community for seniors, Heirloom at Pebble. The project created 195 units for seniors on low or fixed incomes and includes amenities such as a pool, yoga room, fitness center, on-site hair salon, and multipurpose rooms designed to encourage engagement and social interaction. 

The project was a collaborative effort in partnership with Clark County, the Nevada Housing Division, the Federal Home Loan Bank of San Francisco, and the Bureau of Land Management. Click here to read more. 

 

Nevada Renters to Benefit from Solar as AB458 Signed into Law

The Nevada Clean Energy Fund (NCEF) is celebrating the signing of Assembly Bill 458 (AB458) into law. AB458 is a bipartisan measure that expands access to rooftop solar for Nevada families living in affordable housing. This new law is an important step towards reducing utility bills, creating quality local jobs, and delivering clean energy benefits more broadly across the state. 

“AB458 enables Nevada’s $156 million Solar for All program to achieve its full potential,” said Kirsten Stasio, CEO of the Nevada Clean Energy Fund. “Nevada Solar for All will significantly reduce utility bills for more than 50,000 Nevadans, create 1,000 quality jobs, and set up job training and workforce development programs to bring more people into the clean energy sector. With AB458 in place, NCEF expects nearly 100 affordable housing complexes to participate.” 

 

“Nevada is experiencing the nation’s most severe shortage of affordable housing, and we need to use every tool at our disposal to address this problem. Housing stability and energy bills are linked, so AB458 is one of those tools,” said Maurice Page, Executive Director of the Nevada Housing Coalition. “This legislation makes it simpler and more cost-effective for affordable housing developers to install rooftop solar and share the utility bill savings with their tenants.”
