There’s a tendency to talk about housing challenges as if they’re just part of a cycle; something that will eventually correct itself. But what we’re seeing in Nevada, especially in Northern Nevada, is not a cycle. It’s a structural issue that’s getting harder to ignore.
Recent reporting from Affordable Housing Finance highlights another proposed round of cuts to the U.S. Department of Housing and Urban Development. At a national level, that may be framed as budget tightening. Here at home, it would have very real consequences for people who are already struggling to stay housed.

Across Nevada, there is a significant shortage of homes that are affordable to households earning at or below 30 percent of Area Median Income. These are some of our most vulnerable residents; seniors on fixed incomes, people working low-wage jobs, and families already making difficult tradeoffs just to get by.
In Washoe County, only about one in three households that qualify for housing assistance actually receives it. That means the majority are left without support, trying to navigate a market that has become increasingly out of reach. At the same time, homelessness is rising. Locally, it has increased by about 4 percent over the past year. Statewide, the increase is closer to 17 percent.
Those numbers don’t exist in a vacuum. Northern Nevada continues to grow, but the infrastructure needed to support that growth hasn’t kept up. Delays in development, rising construction costs, and limited land availability all make it harder to build housing; especially housing that is affordable.
That’s why federal programs matter. HUD funding helps fill the gap between what it costs to build and what people can realistically afford to pay. It provides stability for households and gives communities the tools to respond to growing demand.
Reducing that investment right now would not solve the problem. It would make it worse. For Nevada, this isn’t about policy in the abstract; it’s about whether people have a place to live. The work is never done.

Call for Proposals: Submit Your Idea
|
We are still accepting proposals for the 2026 Nevada Housing Conference, Beyond the Blueprint, taking place September 23–24 at the Atlantis Casino Resort Spa in Reno. The conference will bring together affordable housing stakeholders from across Nevada and the country for two days of education and networking.
We invite industry professionals and partners to submit breakout or plenary session proposals that share expertise, highlight innovative ideas, and help shape the future of housing in Nevada. Strong proposals will include interactive formats, clear and actionable takeaways, measurable outcomes or lessons learned, and perspectives that reflect collaboration across sectors.
Proposals must be submitted by end of day Sunday, May 3. Selected applicants will be notified by June 5.

2026 Annual Award Nominations Launch Tomorrow
|
We will be hosting our fifth annual Affordable Housing Champion award ceremony at this year's conference, and NHC Members are invited to nominate potential awardees starting tomorrow, May 1st.
Nominees do not have to be members of the Coalition but should be engaged in affordable housing work in Nevada. The deadline to submit a nomination is Sunday, May 31st.
Nominations will be reviewed and scored by the NHC Conference Planning Committee and NHC staff.

This month, we're highlighting
Society of St. Vincent de Paul
|
The Society of St. Vincent de Paul is a volunteer social service nonprofit providing emergency financial assistance, food services, and housing support through direct Home Visits with Neighbors in Need. They serve Northern Nevada through food access, emergency assistance, and its unique Home Visit model – meeting Neighbors in Need in a private setting to provide personalized support.
SVdP recently received a $20,000 Systemic Change Grant to launch its Motel to Home pilot program in Carson City. This initiative aims to address a key barrier to housing stability: the inability to save enough money while living in weekly or monthly motels to afford move-in costs for an apartment.
Through collaboration with the Carson City School District McKinney-Vento program, the Ron Wood Family Resource Center, and the Northern Nevada Dream Center, the program provides financial assistance and ongoing case management to support families in becoming self-sufficient.
SVdP continues to expand its focus on homelessness prevention and housing stability while maintaining its core services across the region.

Funding Opportunity: Rural Tribal Health Transformation Program
|
The Nevada Health Authority is accepting applications for the Rural Tribal Health Transformation Program, a funding opportunity designed to support Tribal-led projects that strengthen health systems and improve access to care across rural Nevada.
Approximately $8 million is available for projects focused on advancing health outcomes through infrastructure, workforce development, innovative care models, and technology. Funding is intended to support community-driven solutions that build long-term capacity and sustainability.
Eligible applicants include the 28 federally recognized Tribes, Bands, and Councils within the State of Nevada.

City of Sparks Notice of Availability of Private Activity Bond Cap Application
|
The City of Sparks is accepting applications from qualified applicants seeking an allocation of tax-exempt Private Activity Bonds (PABs) for eligible activities permitted under Section 142 and Section 146 of the Internal Revenue Code and pursuant to the provisions of Chapter 348A of the Nevada Revised Statutes, as amended and regulations adopted by the Director of the Department of Business and Industry in NAC Chapter 348A. Nevada’s State Ceiling is allocated between the Director and local governments and NAC348A.180 provides a procedure whereby the city may, by resolution, transfer all or any portion of Volume Cap to the Director of the State of Nevada Department of Business and Industry for an eligible project or program.
The Sparks City Council has determined that there is a need for affordable housing in the City of Sparks and established priorities regarding the transfer of the city’s annual allocation of PABC to qualified projects or programs, specifically prioritizing the development and preservation of multifamily rental housing and homeownership opportunities in the City of Sparks or Washoe County. Eligible projects or programs, listed in order of priority, include the following:
- New construction, rehabilitation, or acquisition/rehabilitation of multifamily affordable rental housing projects in the City of Sparks.
- Homeownership programs supporting City of Sparks residents.
- New construction, rehabilitation, or acquisition/rehabilitation of multifamily affordable rental housing projects in Washoe County.

City of North Las Vegas Private Activity Bond 2026 Application

The City of North Las Vegas will be accepting applications from qualified applicants seeking an allocation of tax-exempt Private Activity Bons (PABs) for eligible activities performed under Section 142 and Section 147 of the Internal Revenue Code and by the State Department of Business and Industry pursuant to NRS 349.580 or 349.595 and applicable federal and state regulations.
Eligible activities may include, but are not limited to, the acquisition, construction, and/or rehabilitation of qualified multifamily residential rental housing, in addition to qualified industrial projects and other PAB-eligible activities as permitted by law.
The PAB application process is competitive and subject to availability of bond volume cap, City policy, and approval by the City Council and other required approving authorities.

Explore the Newly Launched Nevada Supportive Housing Toolkit
The Nevada Supportive Housing Online Resource Toolkit is now available, offering a centralized resource to strengthen understanding and expand capacity for supportive housing across the state. The toolkit includes key data, strategies, and practical guidance to support planning, partnerships, and advocacy efforts.
Earlier this month, the Nevada Housing Coalition hosted a Lunch & Learn in partnership with CSH (Corporation for Supportive Housing), where attendees received an overview of the toolkit and a walkthrough of how to effectively use this resource.

Sugar Pine Village Highlights Power of Partnership in Affordable Housing
|
A recent feature from Grounded Solutions Network highlights Sugar Pine Village, a large-scale affordable housing development in South Lake Tahoe that demonstrates the impact of strong public-private partnerships. Developed through collaboration between St. Joseph Community Land Trust and Related California, the 248-unit community brings together nonprofit leadership, private development expertise, and local government support.
The project reflects how cross-sector collaboration can deliver high-quality, lasting affordable housing at scale, with access to transit, services, and community amenities. As one of the largest affordable housing developments in the region, Sugar Pine Village serves as a model for partnership-driven solutions that expand housing access and long-term affordability.

Visions Park Brings New Affordable Housing Option for Blind and Visually Impaired Nevadans
|
The Blind Center of Nevada is expanding its impact in Southern Nevada with the development of Visions Park, a 100-unit affordable housing community located on 4.5 acres adjacent to its current headquarters in Las Vegas. Designed to better serve individuals who are blind or visually impaired, the project will connect residents to jobs, meals, and supportive services within walking distance.
Serving households earning 30% to 40% of area median income, the development is supported by a strong public and private funding partnership, including $15 million from the Home Means Nevada Initiative, $8 million from Clark County, contributions from the cities of Las Vegas, Henderson, and North Las Vegas, and additional support from the Federal Home Loan Bank.
Set to open in July, Visions Park represents an innovative model for integrating housing with supportive services, expanding access to stability and independence for Southern Nevadans. Click here to read the full article.
