May is Affordable Housing Month, and it gives us an opportunity to look at housing through a wider lens.
Too often, the conversation focuses only on scale: bigger projects, larger developments, and headline-grabbing numbers. While Nevada absolutely needs more housing production, we also need to recognize that some of the most meaningful solutions are the ones that quietly strengthen the fabric of a neighborhood rather than reshape it overnight.

A duplex replacing a vacant lot. A fourplex that blends naturally into the block. A rehab project that allows a family to remain in their community. These projects may not dominate a skyline, but they can transform lives and communities in lasting ways.
Housing is not only about unit counts. It is about trust, stability, and whether development feels connected to the people already living there. Smaller-scale projects often succeed because they fit the rhythm of a neighborhood and create visible proof that growth can happen in a way that benefits existing residents rather than displacing them. They build momentum, strengthen corridors, support local businesses, and help communities believe that progress is possible.
As we recognize Affordable Housing Month, it is important that we continue expanding the conversation beyond how much housing we build and focus equally on how we build it. Real progress comes when housing solutions reflect the character, needs, and long-term health of our communities.

Award Nominations Close Sunday, May 31
|
The Nevada Housing Coalition will host its fifth annual Affordable Housing Champion Award Ceremony at the 2026 Nevada Housing Conference, recognizing those making a meaningful impact on affordable housing across Nevada.
NHC Members are invited to submit nominations for potential awardees. Nominees do not need to be Coalition members but should be actively engaged in affordable housing work in Nevada. The deadline to submit a nomination is Sunday, May 31.
All nominations will be reviewed and scored by the NHC Conference Planning Committee and NHC staff.

Clark County Opens 2026 PAB Cap Application
|
Clark County has opened applications for their Private Activity Bond (PAB). For 2026, the county has been tentatively approved for a $70,558,705.47 allocation of PAB cap. This amount is subject to approval by Nevada's Public Activity Bond Council (PABC) in June 2026. Though the county does not expect their PAB allocation amount to change, it is hereby noted that both PABC and County Board approvals are required.
An official application for County PAB cap to be used for affordable housing developments must be received no later than July 2, 2026. The PAB Guidelines and Applications can be accessed by clicking here.

HUD Announces $6 Million Funding Opportunity for Capacity Building in Rural America
|
The U.S. Department of Housing and Urban Development (HUD) recently announced the availability of $6 million in funding through the Rural Capacity Building (RCB) Program. RCB grants help nonprofit organizations build capacity to create affordable housing and support locally driven community development activities in rural areas.
The RCB program enhances the capacity and ability of rural housing development organizations, Community Development Corporations (CDCs), Community Housing Development Organizations (CHDOs), rural local governments, and Indian Tribes to carry out affordable housing and community development activities that benefit low- and moderate-income families and individuals in rural communities.
Competitive funding is awarded to national organizations with expertise in rural housing and rural community development that work directly to strengthen the capacity of eligible beneficiaries. Awardees may use RCB funds to provide training, technical assistance, and financial support to local organizations serving low-income and low- and moderate-income households across rural America.
Application Deadline: July 6, 2026, by 11:59 PM EDT How to Apply: Applications must be completed and submitted through Grants.gov.
Eligible applicants are encouraged to review all program requirements and submission instructions prior to applying. Funding awards are subject to federal eligibility requirements, application review, and HUD approval.

City of Sparks Notice of Availability of Private Activity Bond Cap Application
|
The City of Sparks is accepting applications from qualified applicants seeking an allocation of tax-exempt Private Activity Bonds (PABs) for eligible activities permitted under Section 142 and Section 146 of the Internal Revenue Code and pursuant to the provisions of Chapter 348A of the Nevada Revised Statutes, as amended and regulations adopted by the Director of the Department of Business and Industry in NAC Chapter 348A. Nevada’s State Ceiling is allocated between the Director and local governments and NAC348A.180 provides a procedure whereby the city may, by resolution, transfer all or any portion of Volume Cap to the Director of the State of Nevada Department of Business and Industry for an eligible project or program.
The Sparks City Council has determined that there is a need for affordable housing in the City of Sparks and established priorities regarding the transfer of the city’s annual allocation of PABC to qualified projects or programs, specifically prioritizing the development and preservation of multifamily rental housing and homeownership opportunities in the City of Sparks or Washoe County. Eligible projects or programs, listed in order of priority, include the following:
- New construction, rehabilitation, or acquisition/rehabilitation of multifamily affordable rental housing projects in the City of Sparks.
- Homeownership programs supporting City of Sparks residents.
- New construction, rehabilitation, or acquisition/rehabilitation of multifamily affordable rental housing projects in Washoe County.

City of North Las Vegas Private Activity Bond 2026 Application

The City of North Las Vegas will be accepting applications from qualified applicants seeking an allocation of tax-exempt Private Activity Bons (PABs) for eligible activities performed under Section 142 and Section 147 of the Internal Revenue Code and by the State Department of Business and Industry pursuant to NRS 349.580 or 349.595 and applicable federal and state regulations.
Eligible activities may include, but are not limited to, the acquisition, construction, and/or rehabilitation of qualified multifamily residential rental housing, in addition to qualified industrial projects and other PAB-eligible activities as permitted by law.
The PAB application process is competitive and subject to availability of bond volume cap, City policy, and approval by the City Council and other required approving authorities.

2025 Nevada Women’s Fund Report
|
In 2025, Nevada Women’s Fund, in partnership with the Guinn Center for Policy Priorities, released the Status and Achievement of Women in Nevada report—the first comprehensive statewide analysis of its kind in more than two decades.
This landmark report establishes long-overdue benchmarks, offering a clear, data-driven view of where women in Nevada are thriving and where structural gaps remain. It examines key factors shaping women’s lives, including economic participation and pay equity, housing and financial security, education, health and mental health, safety and justice, political representation, leadership and entrepreneurship, and retirement security.
The findings tell a complex but urgent story. Women in Nevada have made gains in education, political representation, and entrepreneurship, reflecting resilience and leadership. At the same time, persistent disparities in pay, caregiving burdens, health care access, safety, and—most significantly—housing affordability continue to constrain opportunity, particularly for mothers, women of color, rural women, and older women.
Housing Security: A Central Driver of Economic Stability
Housing affordability is one of the most immediate pressures facing women in Nevada. In 2022, 76% of single women renters were cost-burdened, spending more than 30% of income on housing, while over half were severely cost-burdened, spending 50% or more. The burden is even greater for women of color and mothers, more than 80% of whom live in unaffordable rental housing.
By 2023, the income needed for modest housing far outpaced women’s earnings. A one-bedroom required nearly $48,000 annually, while a two-bedroom exceeded $58,000—amounts that match or surpass median earnings for full-time employed women in Nevada.
These challenges are compounded by a structural shortage of affordable housing. Nevada has the nation’s largest shortage of extremely low-income housing units and a limited supply of affordable rentals, leaving many women with few pathways to stability.
Homeownership is also strained. Nevada ranks among the states with the highest rates of cost-burdened homeowners, underscoring that housing pressure extends beyond renters. While single women are more likely than single men to own homes, often due to longevity, ownership frequently comes with financial strain rather than security.

Housing Partnership Network (HPN) is seeking feedback from nonprofit affordable housing organizations as it explores the potential development of a sector-driven insurance solution designed to better address rising insurance costs, limited carrier availability, and coverage disruptions impacting affordable housing providers nationwide.
Building on its experience managing the Housing Partnership Insurance Exchange (HPIEx) since 2004, HPN is gathering input to better understand current insurance challenges across the sector and evaluate whether a broader solution could improve outcomes for nonprofit organizations and their housing portfolios. The event brings together community members, organizations, and veteran supporters for an afternoon of friendly competition benefiting programs that provide housing assistance and critical resources to homeless and at-risk veterans across Southern Nevada.
Registration includes two hours of bowling, shoe rental, lunch, a tournament t-shirt, and opportunities to win prizes for team and individual categories. Sponsorship opportunities are also available for organizations interested in supporting veterans in the community.

Accessible Space, Inc. Celebrates Grand Opening of Veteran Housing Community in Reno
|
Accessible Space, Inc. celebrated the grand opening of Line Drive Apartments in Reno, a new 51-unit affordable housing community serving veterans and individuals with disabilities. The development includes supportive services, accessible amenities, and community spaces designed to provide long-term housing stability and support for residents. The project was made possible through collaboration among the Nevada Housing Division, Reno Housing Authority, local governments, Veterans Affairs, Metcalf Builders, and additional community partners.

HELP of Southern Nevada Launches 15th Annual HELP20 Water Drive

HELP of Southern Nevada launched its 15th annual HELP2O Water Drive, running from May 25 through September 7. The community-wide initiative provides bottled water and critical heat relief resources to individuals and families experiencing homelessness during Southern Nevada’s extreme summer temperatures. Donations will support HELP’s ongoing outreach and weather initiatives, helping ensure vulnerable community members have access to life-saving hydration throughout the summer months.
